New Applicants
To become MBE and/or WBE certified with the State of Missouri, a business must meet the following requirements:

If a firm is applying online for a MBE/WBE certification for the first time, a MO Login account should be created using MoLogin Account Management Application. If you already have a MoLogin account, simply access the Minority/Woman Business Enterprise Certification Application to create, submit, and manage the application for MBE/WBE certification.
There are different ways to become M/WBE certified:
1.) Standard Certification — This process applies only to applicants whose principal place of business is in Missouri. An applicant must complete the M/WBE Certification Application and submit the required documentation. The applicant must sign and notarize an affidavit then scan and submit it to OEO to complete the application process. The applicant is required to retain the original in their records. An on-site visit to the applicant’s business must be conducted before certification can be granted or denied.
2.) Rapid In-State Certification— This process applies only to applicants whose principal place of business is in Missouri. Applicants must still meet the regulations of the Missouri MBE/WBE program and certification by another entity does not guarantee acceptance by OEO. An applicant must complete the online M/WBE Certification Application and submit the required documentation including a copy of the applicant’s current certificate. The applicant must sign and notarize an affidavit then scan and submit it to OEO to complete the application process. The applicant should retain the original in their records
3.) Rapid Out-of-State Certification— This process applies only to applicants whose principal place of business is located outside of the State of Missouri. OEO may certify out-of-state minority and women-owned business applicants under the following conditions:
(1) The applicant must be certified by their home state. (2) The applicant’s home state certification process must be similar to Missouri’s process and must include an on-site inspection. OEO will not conduct on-site inspections outside the State of Missouri. (3) An applicant must complete the online
M/WBE Certification Application and submit the required documentation. (4) The applicant must sign and notarize an affidavit then scan and submit it to OEO to complete the application process. (5) The applicant should retain the original in their records.
