Through strategic process re-engineering and the elimination of redundant desk reviews, the Office of Equal Opportunity (OEO) has fundamentally transformed the certification timeline. Since 2018, we have moved from a baseline of 154 days to a streamlined enterprise-wide average of 38 days—a total reduction of 75% in processing time.

Key Performance Highlights

Continuous Improvement: By 2025, OEO has achieved an overall certification time reduction of 75% compared to 2018 levels.


Rapid Efficiency: The “Rapid In-State” process remains our most efficient channel, delivering certifications in just 21 days, allowing Missouri businesses to move at the speed of the market.

Drastic Wait Reductions: We have successfully eliminated 168 days of waiting for Standard Applications and 94 days for Rapid Out-of-State applications since the initiative began.


Operational Excellence: These milestones reflect a permanent shift toward lean operations, ensuring that bureaucratic hurdles are replaced by high-velocity service for Missouri’s diverse business community.
