Missouri Veteran Business Enterprise
SDV: A Service-Disabled Veteran is defined as any individual who is disabled as certified by the appropriate federal agency responsible for the administration of veteran’s affairs.
HDV: An “Honorably discharged veteran”, any individual who is honorably discharged from any branch of the United States Armed Forces as certified by the appropriate federal agency responsible for the administration of veterans’ affairs.
To be eligible for certification as a Service-Disabled Veteran Business Enterprise (SDVE) or an Honorably Discharged Veteran Business Enterprise (HDVE) the business must meet the following criteria:
- At least fifty-one (51) percent owned by one or more service-disabled and/or honorably discharged veterans;
- The service-disabled and/or honorably discharged veteran(s) must be capable of exercising direct control over daily and long-term decisions regarding the management, policy and operations of the business;
- Be doing business as a Missouri firm, corporation, or individual, or maintaining a Missouri office or place of business, and
- The business must be organized as a for-profit business.
Pursuant to section 34.074, RSMo, 34.069, RSMo, and 1 CSR 40-1.050, the Division of Purchasing has a goal of awarding three (3) percent of all contracts for the performance of any job or service to qualified service-disabled veteran business enterprises (SDVEs), and honorably discharged veteran business enterprises (HDVEs).
In addition, a three (3) bonus point preference shall be granted to a bidder/offeror who meets the requirements of a SDVE on bids/proposals for the performance of any job or service, except for a no cost contract and any other exception provided for ( 1 CSR 40-1.050) and as approved by the Director of the Division of Purchasing. The three (3) percent goal can be met, and the bonus points obtained, by a qualified SDVE vendor in non-weighted and weighted criteria procurements and/or through the use of qualified subcontractors or suppliers in weighted criteria procurements that provide at least three (3) percent of the total contract value.
New Service-Disabled Veteran Enterprise (SDVE) and Honorably Discharged Veteran Enterprise (HDVE) vendors are required to complete an Initial Application and provide the necessary documentation regarding ownership, management, control, and veteran and service-connected disability verification. An SDVE and/or HDVE vendor may apply to renew certification every three years.
